You will have seen from Sir C.

Clementi's Secret despatch of the 18th

of October, which I understand you are

circulating to your Committee, that he

is seriously worried about the proposals

for the disposal of the Boxer indemnity.

Developments since that date have added

to his anxiety and I have now received

a telegram from him emphasising the

impossibility of proceeding at this

juncture to constitute a Board of Trustees

and suggesting that as a solution of the

difficulty we should refrain from collect-

ing further instalments of the indemnity

and should utilise the balance at the

Bank on objects of mutual benefit to

China and Hong Kong.
